the Chinese are different

Bicycles are everywhere in Japan and they are rarely locked up.
Chinese bike-share WUKONG relied on the same respect of ownership when they launched their first fleet of 1,200 bicycles in the city of Chongqing.

But the Chinese are different and Wukong failed hard.

Why?

First, the Chinese couldn’t be bothered to return the bikes to the docks, leaving them in growing piles on the streets.

And when Wukong introduced a small fine for not docking,
the people showed the little start-up who was really in charge.
